Pennsylvania is one of the states where real-money online casinos are legal, with 24 sites licensed by the Gaming Control Board. Online sports betting is licensed as well, with 11 operators on the Board's list. We found no law that bans dual-currency sweepstakes casinos yet, but House Bill 2801, now in committee, would outlaw them and fine operators heavily.

Sweepstakes casinos
No ban found
We found no ban in force (checked 19 Oct 2026). A pending bill, House Bill 2801 (PN 3912), would add 4 Pa.C.S. 13B64 and was referred on 24 Sept 2026 to the House Gaming Oversight Committee. That section would make it illegal to run or promote online sweepstakes games, and operators would face a fine between $50,000 and $500,000 for each violation.
