Hawaii: online casino, sweepstakes and sports betting law

Hawaii keeps gambling on a very short leash. Putting money on chance, or on an event you can't control, counts as gambling under HRS 712-1220, and promoting it is a felony at both levels: class B for the first degree (HRS 712-1221) and class C for the second (HRS 712-1222). Social gambling under HRS 712-1231 is the one carve-out we found. The result is no legal online casino and no legal sportsbook, and we found no ban aimed at sweepstakes casinos.

Real-money online casino

Not legal

No online casino is legal in Hawaii. HRS 712-1220 treats betting something of value on a game of chance, or on a future event you don't control, as gambling. Promoting gambling in the first degree (712-1221) is a class B felony, and promoting gambling in the second degree (712-1222) is a class C felony. Social gambling (712-1231) is the only carve-out we found, and nothing permits online casino games.

Online sports betting

Not legal

Sports betting is not legal. HRS 712-1220 counts a bet on a future event outside your control as gambling, and it calls taking such bets from the public bookmaking. Promoting gambling is a felony under 712-1221 and 712-1222, and no law makes an exception for sports betting.
