Minnesota: online casino, sweepstakes and sports betting law
Minnesota allows neither online casino games nor sports betting. Its criminal code treats slots and sports pools as gambling, and taking bets or running a gambling device is a crime. The legal exceptions are narrow: bingo, licensed raffles, pari-mutuel bets on horse races, the State Lottery and private social bets. Sweepstakes casinos fall in a gap, because the gambling statutes never mention them, and we found no ban.

Real-money online casino
Not legal
Online casino games are not legal. Minnesota Statutes 609.75 counts slots and video games of chance on any electronic device as games, and under 609.76, conducting a lottery, taking bets or setting up a gambling device is a gross misdemeanor. The things subd. 3 says are not bets are private social bets, skill contests, bingo, licensed raffles, pari-mutuel bets on horse races, the State Lottery, and insurance or securities contracts. Online casino games are not on that list.
