Delaware: online casino, sweepstakes and sports betting law
Delaware is one of the few states where online slots for real money are legal. The state lottery offers online casino games and sports betting through its three casino partners, for players 21 and over who are inside the state. Sweepstakes casinos get a colder reception: the Division of Gaming Enforcement in April 2025 ordered one operator, VGW Luckyland, to stop serving Delaware players, although we found no statute written for sweepstakes.

We found no law written for sweepstakes. Instead, the Division of Gaming Enforcement, with the state lottery's support, ordered VGW Luckyland to stop serving Delaware players as of 2 Apr 2025. The state said its coin-purchase casino games broke the Delaware Penal Code, the Delaware Constitution and the Gaming Competitiveness Act of 2012.
