Oklahoma: online casino, sweepstakes and sports betting law
Oklahoma players have no legal option for online casino games or sports betting. 21 O.S. 941 allows only charity games and federally approved tribal gaming on Indian lands, while the state lottery is run by the Oklahoma Lottery Commission. From 1 November 2026, SB 1589 makes dual-currency online casino games a felony, and the law reaches promoters and media affiliates as well as operators.

Not legal. 21 O.S. 941 makes running casino-style games for money a felony unless the Charity Games Act applies or the Indian Gaming Regulatory Act covers the game on Indian lands. The version in force from 1 Nov 2026 lists online casino games by name and reaches providers, promoters and media affiliates. 21 O.S. 1051 exempts the Oklahoma Lottery Commission. We found no statute that authorizes online casinos.

Not legal. Under 21 O.S. 982, taking, recording or passing on bets is commercial gambling, a class C2 felony. We found no statute among the gambling sections of Title 21 that permits sports betting (checked 19 Oct 2026).
