New Jersey: online casino, sweepstakes and sports betting law
New Jersey has legal online casinos and online sports betting, and the Division of Gaming Enforcement licenses both and publishes the lists. Sweepstakes casinos are effectively banned. Under P.L. 2025, c.128, any sweepstakes that people pay to enter counts as unlawful gambling unless it fits a seven-part safe harbor, and violators face civil penalties.

Live. Online casinos must hold an Internet gaming permit, and the Division of Gaming Enforcement publishes the list of approved permit holders. A site missing from that list is not approved in New Jersey.

Sweepstakes casinos
Banned
Banned. A5447, signed on 15 Aug 2025 as P.L.2025, c.128, makes paid-entry sweepstakes unlawful gambling unless they meet all seven conditions of its safe harbor, one of which is equal odds for paid and free entries. A first violation can bring a civil penalty of up to $100,000.
